I'm sure I read somewhere the judges need to wear a hat, does a female steward need to wear a hat as well? And what about tunrout as well? TIA

Depends on the level of the show. At championships, it can be expected for a steward to wear a hat but usually other shows you don't need to as long as you are smartly dressed. Trousers and a blouse with a smartish jacket are usually sufficient for most. Comfortable shoes are a MUST.

Smart and tidy is what you need but try not to outdress the judge! A hat is always good to keep the rain off. Also be ready with the head to toe waterproofs and the wellies!

I tend to wear black trousers, polished (comfy) joddy boots and a warm smart horsey jacket as having stewarded in the typical Scottish weather (peeing eith rain and wind in summer) I find comfy and warm is better than dolled up and frozen to the skin I will have to bring smart indoor wear for Puddledub in May if there is evening performances and PD has me on for them
